HOW TO USE GSA CONTRACTS

GSA has recommended following these procedures when using a GSA contract:

  • For orders under $2,500, prepare a Statement of Work and place the order directly with a contractor for the work that best meets your needs.
  • For orders over $2,500, a "best value" determination must be made. First, a Statement of Work is prepared. This is then sent to three (3) contractors approved by GSA. Following review of the quotes returned by the contractors, select the contractor who provides the "best value," which results in the lowest overall cost, considering price, administrative costs, and special qualifications.

Statement of Work

A Statement of Work, should be prepared that specifies the work to be performed, the location of the work, the period of performance, the deliverable schedule, applicable standards, acceptable criteria, and any special requirements (e.g., security clearances, travel, special knowledge, etc.).

Request for Quote

A Request for Quote should include the Statement of Work and should request contractors to submit a firm fixed price or ceiling price to provide the services outlined in the Statement of Work. A labor hour quote may be requested when the ordering office determines that it is not possible to estimate accurately the extent or duration of the work, or the anticipated cost, with a degree of confidence. The firm-fixed price shall be based on the hourly rates quoted by the contractors, considering the mix of labor categories and level of effort required to perform the services described in the Statement of Work. The Request for Quote may require the contractor to submit a project plan and information on the contractor's experience and/or past performance. The Request for Quote shall notify contractors what basis will be used for selection.

Blanket Purchase Agreements (BPAs)

Blanket Purchase Agreements (BPAs) may be established for recurring services. BPAs must define the services to be ordered, delivery or performance time frames, and billing procedures.
